IGeneral Information about the Centrally Sponsored
Scheme of Modified Integrated Rural Energy program (IREP)
The Centrally Sponsored Scheme of Modified Integrated Rural Energy Programme
(IREP) adopts a District-level approach for implementation of the IREP
in-lieu of the Block level approach followed earlier, with intensive/focused
implementation in selected cluster of villages in each District.
The scheme covers the following main activities:
- Preparation of District level and State level
Rural Energy Plans and updating of these plans on annual basis.
- Preparation of micro level energy plans for
selected village clusters.
- Implementation of Model Integrated Rural Energy
Projects in 2-3 selected cluster of villages in each district, as
identified by the micro level Energy Plans, integrating all ongoing
rural energy programmes of the MNES and other rural energy programmes of
other Departments/Agencies.
- Organization of training Courses, R&D and
extension activities by the existing Regional IREP Training Institutes
based on feed back received from State implementing Agencies.
Objectives of the Programme:
- To provide for minimum domestic energy needs for
cooking, heating and lighting purposes to rural people in selected
village clusters in each District, with focus on renewable energy.
- To provide the most cost effective mix of various
energy sources and options for meeting the requirements of sustainable
agriculture and rural development with due environment considerations
and focus on renewable energy.
- To ensure people’s participation in the planning
and implementation of IREP plans and projects through the involvement of
Panchayats, Voluntary Organizations and institutions at the micro level.
- To develop and strengthen mechanisms and
coordination arrangements for linking micro level planning and
implementations for rural energy with National and State level planning
and programmes for energy and economic development so as to ensure
regular and planned flow of energy inputs for meeting the requirements
of various end users in IREP Districts.
Program Content:
- The programme covers all the rural areas in all
districts, excluding urban areas falling within notified municipal
limits
- One State level IREP Cell will be established at
the Energy & Petrochemicals Department, GOG, Gandhinagar. The State
level Cell will coordinate the Programme at State level and take
necessary steps to ensure coordination among different NRSE/Rural
Energy/Rural Development Programmes in the State.
- One District Level IREP Cell in each district
will be established for coordination and implementation of programme at
district level. District Level IREP Cell will be located at the district
Headquarter, preferably at DRDA office OR GEDA office.
- Gujarat Energy Development Agency (GEDA) - a
State Nodal Agency will implement the Centrally Sponsored Scheme of
Modified Integrated Rural Energy Programme (IREP) in the State of
Gujarat.
- The District Rural Energy Plans would be prepared
for all rural districts and updated on an annual basis. These plans will
provide framework for integration of different rural energy programmes
at grass-roots level for maximum impact in the district and would be
made available to all the concerned Departments/Ministries and the State
and district agencies for use by them in the implementation of their
respective rural energy programmes.
- A State level Energy Plan will be prepared based
on the findings of the District level Energy Plans, to bring out broad
energy scenario in the State.
- Implementation of IREP will focus on the selected
cluster of villages with 100% coverage to provide demonstration effect
to rural areas of the district. 2-3 clusters of villages in each
district will be taken up for preparation of detailed Energy Plans.
These plans would lead to an investment programme for intensive
implementation in a phased manner over a period of 3-4 years.
- Projects identified by the micro-level Energy
Plans will be taken up for implementation in the 2-3 clusters of
villages in each district. The model projects will integrate all ongoing
rural energy programmes of the MNES along with other rural energy
programmes of other departments and agencies Ie.g. Fuel wood programme,
rural electrification, various development programmes etc) and serve as
model which can be replicated by other agencies, NGOs, private sectors
etc. New rural energy technologies and energy conservation devices not
covered under the programmes of MNES would be specially taken up for
demonstration depending upon their suitability and for assessing their
acceptance by rural people.
- The Energy Plan for cluster of villages should be
integrated with other Rural Development Plans for these villages to
ensure a coordinated approach and also to ensure funding for energy
inputs into villages from other ongoing programmes, e.g. IRDP, Special
area development programme etc.
- The programme will be implemented on 50:50
sharing basis between the Centre and State Governments.
